Adding a Lien
As of January 1, 2013, participation in the Electronic Lien & Titling Systems (ELT) Program became mandatory for all dealers, finance companies or entities that are in the business or practice of financing vehicles, mobile homes or vessels in the state of Florida. Individuals and lienholders who the department determines are not normally engaged in the business or practice of financing vehicles are exempt from the electronic titling requirement.

For Financial Services
- Verify that the title status is an E-Title. You may verify this information by using one of our motor vehicle information options.
- Print the verification found. In this scenario, you will not submit a paper title.
- Upon verifying the E-Title, your customer should sign a completed form HSMV 82139 Notice of Lien.
- Submit the completed form HSMV 82139, the printout of the title status and a check (see fees) to the Tax Collector’s office. The lien will be added to show you as lien holder.
The title will be held electronically as part of the new electronic lien requirements.

- Verify that the title status is an E-Title. You may verify this information by using one of our motor vehicle information options (hyperlink to subpage – dealer motor vehicle record information).
- Print the verification found. In this scenario, you will not submit a paper title
- Upon verifying the E-Title, your customer should sign a completed form HSMV 82139 Notice of Lien.
- Pay the other financial institution and request the lien satisfaction notice be sent to your company. Within 24 to 48 hours after DMV receives the lien satisfaction from that Electronic Lien Holder, the title status on DMV records will convert to an E-Title.
- Submit the completed form HSMV 82139 Notice of Lien, the printout of the title status and a check (see fees) to the Tax Collector’s office. The lien will be added to show you as lien holder.
The title will be held electronically as part of the new electronic lien requirements.

- Pay the other financial institution and request the title to be mailed to you. You must submit the paper title.
- Your customer should sign a completed form HSMV 82139 Notice of Lien.
- Submit the completed form HSMV 82139 Notice of Lien, the paper title and a check (see fees) to the Tax Collector’s office. The lien will be added to show you as lien holder.
The title will be held electronically as part of the new electronic lien requirements.

- Submit paper title. If unable to locate paper title, complete HSMV 82101 form.
- Sign a completed form HSMV 82139 Notice of Lien.
- Submit the completed form HSMV 82139 and a check (see fees) to the Tax Collector’s office. The lien will be added to show you as lienholder.
The title will be held electronically as part of the new electronic lien requirements.

Only lien-add (initial lien) transactions should be submitted to the above address. The address for submitting other types of transactions has not changed and can be found on our contacts page.
Each Lien-Add transaction consists of a completed and signed form HSMV 82139, a check for the correct fees, and the Florida title or a record of a Florida electronic title. Checks should be made payable to Nancy C. Millan, Tax Collector.
- Submit paper title or a completed HSMV 82101 if unable to locate paper title.
- Your customer should sign a completed form HSMV 82139 Notice of Lien.
- Submit the completed form HSMV 82139 and a check (see fees) to the Tax Collector’s office. The lien will be added to show you as lienholder.
For Dealers
- Be sure the dealership or financial service is compliant with Florida’s ELT requirements.
- Complete section four of the application for title if the vehicle has not yet been titled in the owner’s name(s) or the application for lien add if the title is already in the owner’s name(s)
- Be sure to include the lienholders ELT account number, name, address, and the date the lien agreement was made.

- Be sure individual is not a lien holder on more than two other vehicles. Individuals can not hold more than 3 concurrent liens.
- Complete section four of the application for title if the vehicle has not yet been titled in the owner’s name(s) or the application for lien add if the title is already in the owner’s name(s).
- Be sure to include the lienholders driver’s license number, name, address, and the date the lien agreement was made.
